It sort-of worked, but it made SUCH a mess, and it felt a bit like redneck engineering. ! I thought there might be a more normal way. I always see bakery and even pre-packaged cookies with such a thick coat of powdered sugar.... They HAVE to have a trick to make it stay on and not dissolve / become absorbed!

Add flour/salt mixture and beat on low speed, then increasing to medium-high until the mixture consists of large, coarse crumbs (about 60 seconds).

Powdered sugar can also finish a sandwich cookie. Roll out your favorite butter cookie recipe, then cut out small holes in half of the cutouts. Bake and cool.
